Agents

Agents play a vital role in Georgia by helping residents across the state access health insurance coverage that meets their needs.

Georgia Access will go live on November 1, 2024 as a State-based Exchange (SBE) for Open Enrollment (OE) 2025. Agents will transition from enrolling consumers on HealthCare.gov to enrolling on Georgia Access or an Enhanced Direct Enrollment (EDE) partner beginning November 1, 2024.

Agents must adhere to all requirements and complete Georgia Access certification training for Plan Year (PY) 2025 to sell plans on Georgia Access. The updates below are relevant only to Accident & Sickness Licensed agents who plan to sell on-exchange health or dental insurance plans to Georgia consumers for OE 2025.

  • Agents are required to maintain or obtain active Accident and Sickness Licensure in Georgia.
  • Agents are required to complete the PY 2025 Georgia Access agent certification training and pass the assessment.
  • Agents who completed the PY 2024 Georgia Access agent certification training and final assessment last year are required to complete a refresher module and assessment for PY 2025.
  • Agents who complete the full-length PY 2025 Georgia Access agent certification training will receive three (3) Continuing Education (CE) credits towards their licensure.
  • Agents who complete the refresher training will receive one (1) CE credit towards their licensure.
  • Certified agents will receive information regarding how to activate their profile on the Georgia Access platform.

The Georgia Access certification training for PY 2025 is now available. Agents can access the Georgia Access certification training at certification.georgiaaccess.gov.

For agents that completed PY 2024 certification training, a refresher training for PY 2025 will be available starting August 14, 2024. All agents are required to complete the certification and pass the exam by October 18, 2024 to be eligible to participate on Georgia Access beginning November 1, 2024.

For agency administrative staff, training will be available starting August 14, 2024.

Agents that plan to serve consumers in other states may still need to complete the Federally-facilitated Exchange  (FFE) certification training for PY 2025, which became available in August 2024.

What role do certified agents play in Georgia Access?

An agent is a trained professional who is licensed to sell health insurance products in Georgia. Agents must receive Georgia Access certification to sell on Georgia Access. Certified agents can assist consumers with the consumer application and enrollment processes.

What types of agents can sell on Georgia Access?

Accident & Sickness licensed agents who plan to sell on-Exchange health or dental insurance plans or Small Business Health Options Program (SHOP) plans beginning Open Enrollment (OE) 2025 can sell on Georgia Access. Georgia Access is not relevant to agents who sell other types of insurance, including those who sell Life & Annuity Insurance, Property & Casualty Insurance, and/or Medicare.

What are the requirements for agents to participate in Georgia Access?

Agents who want to sell on-Exchange for OE 2025 must meet the following requirements.

  1. Obtain Georgia Accident & Sickness Licensure* (Resident or Non-resident).
    1. Georgia Access requires that agents use a personal, unique email address when applying for or renewing licensure on Sircon or NIPR. This allows the State to create individual Georgia Access agent profiles.
    2. Please refer to the Office of Commissioner of Insurance and Safety Fire (OCI) website for additional details regarding licensure.
  2. Complete the Georgia Access agent certification training and pass the assessment with a score of 80% or higher.
  3. Establish appointments with Qualified Health plan (QHP) and Stand-Alone Dental Plan (SADP) insurance companies on Georgia Access for OE 2025.
  4. Enroll consumers in on-Exchange plans either through the state-run Georgia Access agent portal or through a certified Enhanced Direct Enrollment (EDE) partner

Note: Once licensed and certified, agents are strongly encouraged to activate their Georgia Access agent profile in the Georgia Access agent portal beginning in October 2024.

How do agents obtain Georgia Access certification?

To sell on-Exchange in Georgia for OE 2025, agents will need to complete Georgia Access certification instead of the HealthCare.gov training. Agents must have an active agent license prior to taking the certification training.Agents must register for the certification training using the same email address that was used to apply for licensure on Sircon.

For agents who did not complete the PY 2024 Georgia Access certification training:

  1. Access the certification training at certification.georgiaaccess.gov.
  2. Set aside at least three (3) hours to complete the full-length course and the final assessment. A minimum score of 80% is required to pass, with a maximum of three (3) attempts permitted.
  3. Agents who complete the new agent Georgia Access certification training will receive three (3) Continuing Education (CE) credits towards their licensure.

For agents who did complete the PY 2024 Georgia Access certification training:

  1. Agents who completed the PY 2024 Georgia Access certification training and who want to sell plans on Georgia Access for PY 2025 are required to complete a refresher module to maintain their certification for PY 2025.
  2. Beginning August 14, 2024, the refresher training will be available at certification.georgiaaccess.gov.
  3. Set aside at least one (1) hour to complete the refresher training module and the final assessment. A minimum score of 80% is required to pass, with a maximum of three (3) attempts permitted.
  4. Agents who complete the refresher training will receive one (1) CE credit towards their licensure.

If an agent completed the Federally-facilitated Exchange (FFE) agent training for Plan Year (PY) 2025, do they also need to complete the Georgia Access certification training?

Yes. All agents who plan to sell on-exchange health or dental insurance plans or Small Business Health Options (SHOP) plans in Georgia beginning OE 2025 must complete the Georgia Access certification training. The training is available at certification.georgiaaccess.gov.
